Malcolm Harris Sr., B.A. Criminal Justice, Chief Executive Officer (CEO)
Malcolm Harris Sr. serves as the Chief Executive Officer of Hope & Ability Community Services, providing strategic leadership and oversight of organizational growth, compliance, and long-term development. He holds a Bachelor’s degree in Criminal Justice, supporting his understanding of regulatory systems, public service frameworks, and organizational accountability.

He is a certified paramedic with additional training in Mass Casualty Incident (MCI) I and II, bringing experience in crisis management, safety, and high-pressure decision-making. This background strengthens the organization’s commitment to safety, structure, and responsive service delivery.

Malcolm has also completed training in human resources compliance and benefits, ensuring strong internal practices aligned with workforce regulations and organizational standards. His leadership focuses on building scalable systems, supporting staff development, and maintaining high-quality service delivery.
Melissa Boggan, B.A. Health Administration, Chief Operations Officer (COO)
Melissa Boggan serves as the Chief Operations Officer of Hope & Ability Community Services, where she leads daily operations, service delivery, and program development. She holds a Bachelor’s degree in Health Administration, providing a strong foundation in healthcare systems, compliance, and organizational management.

She has completed specialized training through Virginia Commonwealth University (VCU), including Introduction to Social Security Disability Benefits, Work Incentives, and Employment Support Programs, strengthening her expertise in benefits-informed employment services and understanding how work impacts public benefits.

Melissa also holds a Child Development Associate (CDA) credential and has completed multiple trainings through the Virginia Department of Behavioral Health and Developmental Services (DBHDS), reinforcing her knowledge of service standards, compliance requirements, and best practices in supporting individuals with disabilities.

She brings direct field experience in job coaching, securing competitive integrated employment, and delivering community-based services. Her leadership is focused on person-centered planning, regulatory compliance, and outcome-driven service delivery to support long-term independence and success.
